
Comprehensive Communities Partnership (CCP) is based on a collaboration between the Police Department, City Departments and the Community. We address, on a neighborhood level, crime and quality of life issues such as blighted housing, traffic problems, the neighborhood physical structure and appearance, and safety concerns. Our vision is "To create a community that people want to move into: A community where people feel safe to live, work and play."
We will work to implement this vision by striving to fulfill the promise of its name:
Comprehensive: a neighborhood by neighborhood public safety strategy, interfacing with providers, increasing,
collaboration among law enforcement agencies, the state and federal governments and private institutions.
Communities: the rebuilding of each neighborhood, including downtown, with people living and working in those
communities.
Partnership: The City, the Police, and the Community working together to make Hartford a good place to live, work and play.

The Communities Planning and Mobilization Committee (CPMC) agreed to establish a problem solving committee in each neighborhood that builds on existing efforts and has designed a process whereby each neighborhood has a vehicle to choose neighborhood priorities and solve problems. The problem solving committees (PSCs) are premised on an equal partnership of commitment and responsibility between the City, the Police, and the Community. Partnerships and specific crime prevention strategies are developed and decided at the neighborhood level.
Problem Solving Committee Successes
The Blue Hills PSC set up a summer basketball league for the local children in cooperation with the Police
Department and the Fire Department.
PSC-organized tours and follow-up tours of neighborhoods to bring successes and recurring issues to the
attention of other residents and city officials.
West End PSC/Civic Association kept a Fleet Bank branch from leaving their neighborhood; they also opened a
Community Service Office with space donated by a generous local landlord.
The Upper Albany PSC hosted an event, with the Fire Department, to donate smoke detectors to senior citizens.
The openings of Community Service Offices, and the efforts that have gone into establishing Neighborhood
Revitalization Zones and bylaws.
Extensive targeting of abandoned buildings for demolition/rehabilitation: partnership (Property Review Committee)
between License & Inspections, Blue Hills PSC/ Civic Association, Redevelopment Agency, and others.
More communication with the state regarding its properties in Hartford that need more maintenance.
Brainard Airport's 75th anniversary air show, planned by the South End and South Meadows PSCs in
cooperation with Mayor Mike's Companies For Kids.
