   The "TEC" Community (formerly Campus of Learners) at Charter Oak Terrace, Hartford, CT and the 5(h) Homeownership Plan, were initiated by the Hartford Housing Authority and the U.S. Department of Housing and Urban Development (HUD). Cited as a "National Model", the Campus is a coalition of "on campus" residents and adjacent schools, and institutions. The goal in this urban center is to replace life long housing with life long learning in a safe and constructive community where family members achieve self fulfillment, independence, employment and homeownership
